Dog and crew should have been exempted from the Mexican Kidnapping laws, due to Luster being a fugitive.

I believe Dog and his crew should not have been detained per Mexican government. The arrestee was an American citizen whom had violated the law and had used the Mexican government as a means of avoiding arrest/extradition. And the FBI should not have prevented Dog from obtaining the bounty on Luster.
